City announces Development Services Department Director finalists

Public invited to meet the finalists at City Hall on July 29

The public is invited to meet the finalists for the Development Services Department Director position. There will be two opportunities to meet the finalists at Austin City Hall Council Chambers, located at 301 W. 2nd Street, Austin, TX 78701, on Monday, July 29, from 3:00 to 5:00 p.m., and again from 6:00 – 8:00 p.m.

Three finalists will be introduced: Sylvia Carrillo-Trevino, Michael Clack, and Denise Lucas.

The Development Services Department (DSD) was created in 2015 through the reorganization of the Planning and Development Review Department. The DSD has more than 400 full-time positions and is organized by the following development-related services:

  • Development Assistance Center - Consulting Services

  • Land Use Review - Site Plan/Subdivision Review, Underground Storage
    Permits

  • Community Trees - Tree Preservation, Urban Forest Plan

  • Building Plan Review - Residential and Commercial Building Review, and
    Expedited Building Review

  • Service Center - Building and Trade Permits, Contractor Registration

  • Inspections - Building Inspections, Commercial Site/Subdivision
    Inspections, and Environmental Inspections

Finalist bios:

Sylvia Carrillo-Trevino

Sylvia Carrillo-Trevino is currently the Interim Development Manager for the City of Odessa, Texas. Prior to this role, Sylvia served in multiple roles with the City of Corpus Christi to include Assistant City Manager, Assistant Director for Development Services, and in the Office of Management and Budget. She also served as the City Manager for the City of Aransas Pass, Texas.
Sylvia holds a Master of Public Administration degree and a Bachelor of Business Administration degree from Texas A&M University, Corpus Christi, Texas.

Michael Clack

Michael Clack is the Director of Development Services for the City of Scottsdale, Arizona. Prior to this role, Michael served as the Assistant Director of Development Services and as the Chief Building Inspector for the City of San Antonio, Texas.
Michael holds a Bachelor of Architecture degree from Texas Tech University, Lubbock, Texas.

Denise Lucas

Denise Lucas is the Interim Director of the Development Services Department at the City of Austin. Prior to this role, Denise has served the City of Austin as Deputy Director of Development Services Department, Deputy Chief Information Officer, and Deputy Purchasing Officer.

Denise holds a Master of Business Administration degree in Business Management from St. Edwards University, Austin, TX, and a Bachelor of Science degree in Human Resources Management from Friends University, Wichita, Kansas.
