City of Austin Executive Leadership Team and Organizational Changes Announced (Effective November 4, 2024)
In an October 30 memo, City Manager T.C. Broadnax announced several key additions to the city leadership team, effective November 4.

We particularly wanted to flag the creation of a Grants Division within the Intergovernmental Relations Office to focus on creating a centralized grant funding strategy and governance for the City that advances City Council’s strategic priorities, leverages local resources, and targets investments for Austin.
The memo notes “the City lacks a centralized grants function causing us to potentially leave federal and state funding on the table. Staff from across the organization are currently being identified for potential reassignment to the Grants Division.”
MEMO HIGHLIGHTS
New Appointments
Susana Carbajal has been appointed as Assistant City Manager.
Her portfolio includes Animal Services, Austin Resource Recovery, Human Resources, Small & Minority Business Resources, and Watershed Protection.
Genesis D. Gavino has been appointed as Chief of Staff.
Her portfolio covers the Ethics and Compliance Office, Learning, Engagement, and Development, Office of Equity and Inclusion, Office of Innovation, and Office of Sustainability.
Other Changes:
Eddie Garcia will begin his tenure as Assistant City Manager for Public Safety, overseeing departments such as Austin Fire, Police, and Emergency Medical Services.
Deputy City Manager Jon Fortune will oversee Austin Energy, External Relations, Strategic Communications, and Intergovernmental Relations.
Departmental Assignments:
Veronica Briseño, Robert Goode, and Stephanie Hayden-Howard will continue as Assistant City Managers with adjusted portfolios covering various departments, such as Austin Parks & Recreation, Housing, Economic Development, and Austin Water.
Creation of a Grants Division:
A new Grants Division will be formed within the Intergovernmental Relations Office to focus on a centralized grant funding strategy aligned with City Council's strategic priorities.
